With a degree in Public Policy, Simon has spent the majority of his career in policy roles, developing and implementing a number of major initiatives both in the UK and abroad. Starting his career in the Health and Safety Executive (HSE), Simon led on the development of HSEs enforcement policy during a period of high-profile investigations into major accidents.
Following a move to policing, Simon was responsible for one of the largest policy changes in recent policing history following the publication of the Bichard Inquiry into the Soham murders. During this time, Simon also led on the development of cross-cutting national policy before a move to the Home Office to become the Programme Director for the National Police Air Service (NPAS), a flagship initiative delivered on time and on budget within one of the toughest regulatory frameworks. The creation of NPAS resulted in significant financial savings and improvements in operational effectiveness and is now used across Government as a successful example of collaboration. During this time, Simon became a Gateway Reviewer, evaluating major programmes and projects on behalf of the Cabinet Office.
After the Home Office, Simon worked as a Strategic Policy Advisor to the Minister of Interior in the United Arab Emirates (UAE). During his time in the UAE, his role was to identify and apply international best practice which included the introduction of a new federal policy framework. Simon also worked with other Gulf states in developing ground-breaking policy initiatives concerning drugs and domestic abuse.
Since returning to the UK, Simon was appointed Head of Business and Government Relationships at a non-profit organisation within the Mayor’s Office for Policing and Crime and led the Cyber Resilience Centre for London (another Mayoral initiative). He remains on the Board to this day. Simon now runs an international trade association and works closely with regulators in the UK and Europe to support compliance. He is also co-chair of the UK Cyber Cluster Collaboration and was appointed an Honorary Visiting Fellow at City St Georges, University of London. Simon is passionate about policy and delivers a variety of courses for Dods Training, including basecamps for new starters, advanced courses for Senior Civil Servants and specific sessions on systems thinking and strategic policy making.
